
Shelly has been instrumental in the Moorhead downtown revitalization project, a large-scale effort to transform the area around the former Moorhead Center Mall site into the heart of the community, with a vibrant, mixed-use hub of housing, retail, and public spaces. The project will include a new $41 million Community Center/Library and City Hall.
A big step toward addressing Moorhead's traffic and safety concerns was the completion of the $76.5 million 20/21st Street Underpass project. The 11th Street project, scheduled for completion in 2026, will shift traffic and pedestrians away from the trains north of downtown, and is a vital part of economic growth for downtown Moorhead.

The $10 million Romkey Park project aims to enhance outdoor recreational offerings within the neighborhood by replacing underutilized amenities, expanding recreational opportunities, and reconstructing the Moorhead Municipal Pool. The project is funded by the city and through a federal grant and is scheduled for completion in 2026.

Shelly has helped our community thrive by expanding affordable housing options.

During Shelly's tenure as Chair of the Metro Flood Diversion Authority (MFDA) planning committee, she helped secure all of the $431 million in federal funding needed to complete the project.
The diversion is a permanent subdivision being cooperatively built with the MFDA and the U.S. Army Corps of Engineers.
